Jerry Fiala was a lifelong resident of Kent, Ohio, whose dedication to public service spanned more than three decades. He began his political career in 1985 as the Ward 1 Councilmember and went on to serve in various roles, including an earlier appointment as mayor in 1997. In 2010, he was elected Mayor of Kent, a position he held until his death in 2025.

Although the mayoral role in Kent is largely ceremonial due to its council-manager form of government, Jerry was a constant and steady presence in civic life. Known for his deep roots in the community and his self-described status as a "townie," he was actively involved in local organizations like the Kent Lions Club and the Knights of Columbus. His approach to leadership emphasized personal connection, community pride, and a hands-on involvement in city affairs.

During his tenure, he championed efforts to revitalize Kent and foster economic development, helping to guide the city through years of change and growth. Even in the face of illness, Jerry remained devoted to his duties, attending events and city functions until shortly before his passing.

Jerry Fiala died on September 30, 2025, at the age of 82, while still serving as mayor. He was widely praised for his humility, commitment, and unwavering service to the city he loved.

Members and Terms

The City Council is composed of nine members. Three are elected at-large and six members represent wards in the city of Kent. Council members are elected in staggered terms with each council member and the Mayor serving four-year terms. The Mayor’s seat is a ceremonial position and the Mayor presides at meetings of the City Council, voting only in the event of a tie.

Duties

The Council, by an affirmative vote of a majority of all its members, appoints a City Manager for an indefinite term and fixes the compensation. The Manager shall be appointed solely on the basis of executive and administrative qualifications. The City Manager need not be a resident of the City or State at the time of appointment, but may reside outside the City while in office only with the approval of the Council.

City Charter

The Kent City Charter was amended by the voters in 1975 to allow for the Council-City Manager form of government. This type of government allows the Kent City Council to set policy and hire a chief executive officer, known as the City Manager, to administer this policy.
